AB News, New Delhi, 18-08-2025 – The official portal for the Prime Minister Viksit Bharat Rojgar Yojana (PM-VBRY) was inaugurated today. Union Minister for Labour and Employment Mansukh Mandaviya announced the launch, highlighting that the scheme aims to create numerous employment opportunities for young people while encouraging employers to generate new jobs.
Prime Minister Narendra Modi announced the scheme during his Independence Day speech. The Union Cabinet approved the plan on July 1, 2025, allocating a budget of ₹99,446 crore.
How Beneficiaries Can Apply
Mandaviya explained that starting August 1, 2025, individuals securing their first private sector job will be eligible to benefit from the scheme. Applicants must generate a UAN (Universal Account Number) through face authentication using the Umang App.

KEY FEATURES OF THE SCHEME
The scheme is structured into two parts:
Part A – For First-Time Employees
- Targets employees registering with EPFO for the first time.
- Eligible employees earning up to ₹1 lakh/month.
- For wages up to ₹15,000, the government will provide an incentive equivalent to one month’s EPF wages, paid in two instalments:
- ₹7,500 after 6 months of employment
- ₹7,500 after 12 months
- A portion of the incentive will be kept in a savings account, accessible later.
Part B – For Employers
- Focuses on the manufacturing sector.
- Employers hiring additional employees (earning up to ₹1 lakh/month) will receive an incentive of up to ₹3,000 per employee per month for two years.
- In manufacturing, this benefit extends to the third and fourth years.
Eligibility Conditions
- Establishments with fewer than 50 employees must hire at least 2 new employees.
- Establishments with 50 or more employees must hire at least 5 new employees.
- The new hires must stay employed continuously for a minimum of six months.
Boost to Job Creation
Mandaviya emphasized, “The launch of the Prime Minister Viksit Bharat Rojgar Yojana marks a major milestone in our goal of building a developed India. With a budget of ₹1 lakh crore, this scheme aims to create employment for 3.5 crore youth while ensuring social security.”
The scheme will be active from August 1, 2025, to July 31, 2027, and is expected to significantly enhance employment opportunities across the country.
