Hosting WTSA-24: A Landmark Event

In 2024, the DoT hosted the World Telecommunication and Standardization Assembly (WTSA), marking a historic occasion that convened global leaders, industry experts, and policymakers to shape the future of telecommunications. WTSA-24 attracted an unprecedented turnout of 3,700 delegates from over 160 countries, setting a record for participation in any WTSA assembly. This event highlighted India’s commitment to driving global telecom innovation and solidified its position as a key player in international telecom policy leadership.

Transforming the Telecom Landscape

The DoT continues to spearhead the transformation of the Indian telecom ecosystem, aligning with the principles of Samaveshit (ubiquitous connectivity for inclusive growth), Viksit (a developed India through performance, reform and transformation), Tvarit (accelerated development with swift resolutions), and Surakshit (ensuring safe and secure communications). Several key milestones have emerged this year, establishing new benchmarks in telecom policy, infrastructure and consumer welfare.

1. Historic Legislative Changes: The enactment of the Telecommunication Act, 2023, replaced legacy telegraph and wireless acts that had been in place for over 140 years, modernizing the regulatory framework to better address the evolving needs of the sector.

2. Unmatched 5G Rollout: India witnessed the fastest 5G rollout globally, achieving coverage in over 99% of districts through the installation of 462,000 5G Base Transceiver Stations (BTS). This extensive infrastructure significantly enhances connectivity and paves the way for advanced digital services.

3. 4G Saturation Project: The government approved the 4G Saturation Project, aiming to ensure that every village across India has access to 4G connectivity, thus bridging the digital divide.

4. Undersea Connectivity: The dedication of the Kochi-Lakshadweep submarine cable by the Hon’ble Prime Minister facilitated the launch of 5G and Fiber to the Home (FTTH) services in the Lakshadweep, further strengthening the nation’s digital infrastructure.

5. Impressive Subscriber Growth: Internet subscribers in India surged to 969.6 million as of June 2024, a remarkable increase from 251.5 million in March 2014, reflecting a growth rate of 285%. This surge underscores the widespread adoption of digital technologies across the nation.

6. Affordable Data: The average cost of 1GB of mobile data in India has plummeted to $0.16, significantly lower than the global average of $2.59. This affordability fosters greater accessibility and encourages increased internet usage.

7. High Data Consumption: India now ranks among the highest in the world in terms of wireless data consumption, with an average of 21.30 GB per subscriber.

8. Strengthening Rural Connectivity: Over 214,000 Gram Panchayats have been connected, and approximately 690,000 kilometers of Optical Fiber Cable (OFC) have been laid to support comprehensive rural connectivity.

9. Global Leadership in Standards: Hosting the WTSA for the first time in the Asia-Pacific region has positioned India as a leader in setting global telecommunications standards.

10. Enhanced Network Readiness: India has made strides in the Network Readiness Index, joining the top 50 countries, and ranks Tier 1 in the Global Cybersecurity Index 2024, showcasing its growing reputation as a secure and innovative digital economy.

11. Foreign Direct Investment (FDI): The telecommunication sector has witnessed an FDI increase, with equity flow rising to $670 million during the first half of 2023-24, compared to $282 million the previous year.

12. Atmanirbhar Bharat Initiative: The Production-Linked Incentive (PLI) scheme has recorded investments of ₹4,800 crore, with sales of ₹69,000 crore and exports of ₹13,000 crore, bolstering the goal of self-reliance in telecommunications.

13. Telecom Technology Development Fund: Focus has been directed towards 5G and 6G development projects under the Telecom Technology Development Fund (TTDF), aiming to position India at the forefront of next-generation telecom technologies.

14. Empowering Citizens: The Sanchar Saathi portal has empowered citizens to prevent the misuse of telecom resources for cybercrime and financial fraud, with over 9 crore visits recorded since its launch, exemplifying proactive measures against digital threats.

As we reflect on the significant strides made in 2024, the DoT remains committed to advancing India’s telecommunications sector. Through a comprehensive approach that encompasses technological innovation, regulatory reforms and an unwavering focus on consumer welfare, the DoT is set to further empower citizens and enhance connectivity across the nation. As India continues to progress toward its Digital India vision, the achievements of this year will serve as a strong foundation for future advancements in the telecommunications landscape.
