Bihar’s Fish Production Skyrockets: 81.98% Growth in a Decade and Status as a Leading Inland Fish Producer

Bihar’s fish production surges to 8.73 lakh metric tonnes in 2023-24, as government initiatives and PM Packages boost exports and local aquaculture.

Arjoon. R, AB News, New Delhi: In a remarkable showcase of growth, Bihar’s fisheries sector has seen a staggering increase in fish production, reaching 8.73 lakh metric tonnes in the financial year 2023-24. This figure represents an impressive growth rate of 81.98% compared to 4.79 lakh metric tonnes recorded in 2014-15. This surge has propelled Bihar to the fourth position among the states producing inland fish in India, a significant rise from its previous ranking of ninth a decade ago.

Export Milestone for Bihar

In addition to domestic production, Bihar has made strides in the export of fish, sending 38.38 thousand metric tonnes to neighboring states and beyond in the same fiscal year. The government’s initiatives and financial support have played a pivotal role in enhancing the capacity and productivity of this sector.

Prime Minister’s Special Package

To further bolster fish production, the Government of India sanctioned a Prime Minister’s Special Package for Bihar, featuring an outlay of Rs. 279.55 crore. This includes a total central share of Rs. 102.49 crore, of which Rs. 56.35 crore has already been released to the state. The major components approved under this scheme include the rearing of fish seed, construction of new ponds, magur and prawn hatcheries, housing for fishers, and the establishment of wholesale and retail fish markets.

The introduction of innovative projects like mobile retail fish outlets and live fish carriers is anticipated to enhance supply and accessibility, ensuring that fresh fish reaches consumers efficiently.

Community Fisheries Initiatives

In addition to the federal support, the Government of Bihar has implemented several initiatives aimed at promoting community fisheries. These initiatives include training programs for fishers, exposure visits, financing for fish farming, installation of aerators in ponds, and schemes for the renovation and development of fish ponds. The focus has also been placed on diversifying fish species to meet local demands.

Pradhan Mantri Matsya Sampada Yojana

Further emphasizing the commitment to sustainable fisheries, projects totalling Rs. 522.41 crore have been sanctioned under the Pradhan Mantri Matsya Sampada Yojana. With a central funding of Rs. 158.82 crore, these projects aim to enhance infrastructure through finfish hatcheries, brood banks, and the expansion of aquaculture areas. The introduction of advanced technologies in fish farming, including RAS and biofloc systems, is also encouraged within this framework.

Financial Support for Farmers

In support of fish farmers, the Bihar government has sanctioned 1,290 Kisan Credit Cards (KCC), aiding them in accessing capital for their operations.

Animal Husbandry and Dairy Initiatives

Minister of Fisheries, Animal Husbandry and Dairying, Shri Rajiv Ranjan Singh, alias Lalan Singh, also highlighted the parallel efforts in animal husbandry and dairy development across Bihar. The implementation of the Rashtriya Gokul Mission aims to enhance the genetic quality of bovines, improving overall milk production. Recently, 2,673 MAITRI technicians have been inducted, along with the establishment of two IVF laboratories leading to the successful creation of viable embryos.

A total of 17 projects under the National Programme for Dairy Development have also been approved, amounting to Rs. 263.23 crore, with a significant portion allocated for quality testing and primary chilling facilities to bolster the dairy sector.

Looking Ahead

With such a significant uptick in fish production and robust government support, Bihar is well on its way to becoming a leading state in the inland fisheries sector. The coordinated efforts of both central and state governments, alongside local communities, signify a promising future for the fisheries and dairy industries in Bihar, paving the way for increased employment, improved livelihoods, and sustainable agricultural practices.

Minister of Fisheries, Animal Husbandry and Dairying Rajiv Ranjan Singh alias Lalan Singh’s latest report in the Lok Sabha has shed light on the successful trajectory of Bihar’s fisheries and animal husbandry sectors, highlighting the integral role of government intervention and community engagement in driving growth and sustainability.
